Here's Mark explaining radio wave propagation via the ionosphere(an excerpt):

Yeah. So, you are going to be talking about HF. HF means somewhere between 3 and 30MHz, is the frequency range that is defined by the words HF. HF frequencies are the kind that can go up from your antenna.

If we have got a big solar storm that is coming, it will change it. I do not know whether it makes it bigger or smaller or moves it or whatever it does, but it changes, and it is moving all over the place.

The problem with HF communication is that it is not always predictable. You cannot say, "I will always have a path from X to Y."

...But you will almost certainly have a path to somewhere. So if you are trying to talk to a very specific person, you are going to have to keep an eye on when the path is open to that particular location. But if you are just trying to get on the air and talk to somebody, there will be somebody.
