Moving Federal income tax to an increase in sales tax (where states get their revenue) would greatly increase prices and potentially hurt the economy.

More to the point, it shifts the tax burden to the poor. Low income people don't pay income tax. But they do need to buy things. High income stockpile money while spending proportionately less.
