The West can force Ukraine to negotiate with Russia, Lithuanian Foreign Minister tells Bloomberg
The lack of missile systems and ammunition, and the lengthy decision-making process in the EU risk putting Ukraine in a position where it will have no choice but to ask for peace from Russia, Gabrielius Landsbergis said.
He expressed his disappointment that the US aid is being blocked by the Republicans, while the EU cannot provide Kyiv with enough shells:

As military observer Julian Röpke reports with reference to BILD information from German government circles, the current goal of Ukraine's Western allies is to put it in a "strategically favorable negotiating position". From this position, the country will have to negotiate with Putin's regime about its "sovereignty and territorial integrity.
"The White House and the office are coordinating this issue," government officials told BILD.
At the same time, Röpke writes, U.S. and German leaders do not intend to directly persuade Ukrainian President Volodymyr Zelensky to negotiate. Instead, both countries, as the largest arms suppliers to Ukraine, have decided to take a different approach. As the expert writes, Germany and the United States plan to supply Kyiv with exactly the weapons and quantities that will allow the Ukrainian army to hold the current front, but not to repel the Russian-occupied territories.
"Zelensky himself must realize that things cannot go on like this. Without any outside prompting. He must go to his people of his own free will and explain that negotiations are necessary," a German government insider told BILD.

Half of Russia's oil in October was transported by "shadow" tankers not subject to sanctions — analysis by the Center for Research on Energy and Clean Air (CREA).
Russia's export revenue from fossil fuels in October was the second largest in 2023, with a notable increase in sea and pipeline supplies of crude oil.
"Compared to September, Russia's monthly export revenue from fossil fuels in October slightly decreased by €16 million per day (-2%). Income from the export of oil products by sea decreased the most — by €19 million per day (-7%) - primarily due to restrictions on the export of these products.
Seaborne and pipeline oil, on the other hand, increased by seven million euros per day (+3%) and five million euros per day (+4%), respectively," the CREA report says.
China was the largest importer of Russian fossil fuels in October, followed by India, Türkiye, the EU, and Singapore.
Thus, monthly revenue from Russian crude oil exports to China increased by 4%. At the same time, Russia's monthly revenues from seaborne crude oil to India increased by 17% — about 500 million euros.
“In October, 48% of Russian crude oil and oil products were transported by tankers subject to the oil price cap policy. The rest (52%) were shipped by “shadow” tankers, which are not subject to the price cap policy.
Setting the cap for crude oil at $30 per barrel could have slashed Russian revenues by 52% (€7.82 bn) in October alone.
If this cap had been set since the sanctions against Russian oil were imposed in December 2022, Russia’s oil export revenues could have been slashed by nearly half — €59 bn (-49%),” — stated in CREA.
Denmark has confirmed its commitment to provide further financial support to Ukraine, according to the Ministry of Defense of Denmark.
The Danish government, in agreement with the majority of parties in parliament, has approved additional aid for the Ukraine support fund, with $337 million slated for 2023 and a substantial allocation of $3.44 billion scheduled for the period of 2025 to 2027.
"We are sending a resolute message that the people of Ukraine can rely on Denmark's sustained support," stated Defense Minister Troels Lund Poulsen.
Additionally, Denmark has increased its budget for national defense. This, coupled with the aid provided to Ukraine, has enabled Denmark to meet NATO's objective of allocating at least 2% of GDP towards these security requirements.
