I think there's another reason for BBC keeping a Mastodon presence while leaving Threads. It's the institutional aspect.

Setting up its own instance is a serious project to build BBC infrastructure. This means BBC on Mastodon is backed by a team and dedicated funding.

Meanwhile I'd guess the BBC Threads account was just thrown at the existing BBC social media team.

This links to why I think Fediverse has most potential, because the projects here are more serious.
