Not that many understand English, just cause as a whole nation we don't have any other language which we can enforce everywhere without making it looking like we are enforcing one regions language to the others.

English basically tapes India together in terms of Language.
English was removed as an official language and was replaced by Hindi (which is widely spoken in Northern India) but the other parts of India weren't happy with Hindi been imposed on them especially South India which proudly refuses to speak Hindi. English was reinstated as an official language alongside Hindi.
