Well yeah the buses are the vintage heritage of Mumbai so can't much change in the colours and looks.

Compared to this, Delhi has more modern looking buses

Probably most stop caring.
Not much options for anyone and no one wants to get fired. Also it's kinda impossible to impose social distancing and lockdowns over a public of 1.3 billion.

Mumbai buses are kinda the same crowded still (well before they were over over crowded). Local trains would also be crowded but they have now put police personnels on stations everywhere at all hours so hence that's working
