I don't think any intelligence agency would be using the internet to send spied data. Also they wouldn't use any public protocols as well.
They can use the military band frequencies and other frequencies, at the end they are not limited to any legal limitations.

For individual or a private group of hackers phones and computers do are the target for doing naughty stuffs and making money. But for National Intelligence Agencies they more like to do stuffs for long terms and in total secrecy. This makes installing spying tools in everyday machines or other devices a good idea. You won't be ever expecting to get tapped by your fridge.

This also happened with me when I was editing a pptx in libreoffice, that file was already created in ms office and it appeared all well in Libre office but if I copied text or something already written in that slide with MS office, then after pasting libre office would fuck up the font size, boldness, spacing, etc.

A nice advice would be to check your document with MS office first before submitting. Also if it's a word document then possibly prefer submitting in PDF format that way you can use Open Document Format in Libreoffice

In my experience Libreoffice do works well with MSoffice files. Though ofcourse there are something which will not go so smooth.
