Referees are miked up in Rugby and American Football, officials can announce their decisions.

While sin bins are a good idea, in rugby abuse of officials is NOT tolerated and there are pretty severe sanctions, FIFA should simply adopt the IRB discipline manual, granted that would end a few high profile player careers but would set an example.
