Okay people--- @tofugolem raised an issue for which there is a solution but they don't recognize that digging up a yard in Public Housing = vandalism and there are ways of growing vegetables without vandalizing the yard.

Further, there are Public Housing communities that actually have a community garden, further making it unnecessary to vandalize the yard. Rules that forbid vandalizing the yard are not oppressive.
