Verified doc from Israeli Ministry of Intel. on Oct 13 suggests forced displacement of Gaza civilians to Egypt would "yield positive & long term strategic results." The advisory doc envisions a 3 stage process incl. the estab. of tent cities in Sinai & opening of humanitarian corridor followed by construction of cities in northern Sinai from which there would be no return Gaza.
