The Kyiv police have already launched a criminal investigation into the situation of closed bomb shelters during the nighttime missile attack on the capital, in accordance with Part 2 of Article 367 of the Criminal Code of Ukraine, which deals with official negligence that causes serious consequences. As part of the investigation, those responsible will be identified and held accountable. Additionally, the State Emergency Service of Ukraine and the National Police will regularly inspect the accessibility and condition of bomb shelters in all settlements of the country. The Minister of Internal Affairs also stated that closed bomb shelters during wartime are not just a sign of indifference, but a crime. Shelters must be open 24 hours a day, as this is a matter of life and death. He emphasized that this is not an exaggeration.
