do i understand it correctly that your solution is a centralized commitee of admins of large instances deciding things behind closed doors?

That is what fediblock was supposed to be and failed... but my own solution has some good parallels, specifically a place for discussion as you describe, but with a bit more formalization to it.

I have a similar, but I feel better, solution in the works.. I already have a writeup on it and several people on board. It will not be centralized but is in a similar vein.
Perhaps @darnell@darnell.day will want to get involved so we dont double down efforts.
