I tend to think it a bit of both, to be honest.
RT @CopleyScott17@twitter.com You'd think this goes without saying, but if someone assists with your luggage at a hotel, motel, inn, airport, train station, or any travel situation, at least offer to tip. This is basic etiquette. Not sure if people these days are ignorant or just cheap.
