If ever you run into #https issues with a proxy using apt (on #Ubuntu in my case, but probably all #Debian|s), make sure to check the proxy settings in /etc/apt/apt.conf . They override the environment variables (writing this crying over two wasted ours trying to "fix" tinyproxy).
