This is where I really quarrel with my party on Kommunalebene: some just embrace reality (and support low speed and human centric traffic policy), some (like Munich, apparently) live in a car-socialist wonderland, where Marx' central message was: the Proletariat will be redeemed by VW and BMW. 😒
The common factor seems to be the average age of the leadership. Tze younger, the opener towards good policy. I'd be curious to see if that's just anecdotal or real.
