@jon I wonder how much of this observed effect is due to the leadership of the Commission.
A prominent example for how much an effect a single person in the lead can have was Brundtland's role as head of WHO in the Bird Flu pandemic compared to WHO's behaviour during the beginning of Covid. @patrickbijsmans
