that is Park·raum·bewirtschaftungs·zone, a zone within a municipality where parking space is not just plainly subsidised for anyone to leave their wheeled tin box on, but is being managed, i.e. wheeled tin box parkers have to pay a ridiculously small annual fee (typ. 120€/year) to leave their cars on this public space.

But given the German car freeloading mentality it's something!
