Not sure if it can be generalized that way. Project Madurai was an NRI creation. Instituting Tamil chairs is also a way forward. Eezham Tamils are active in this. I think a good amount of Unicode development also came from the NRIs. I'd call this
Panpattu Seyalpaadu.
And really important distinction between Punjabis and Gujarathis. I have noticed it too. A part of it comes from the Sikh culture of Langar. They were super active even in the recent BLM protests. They also generally help out during shootings, in forms of blood donations.
