I'm involved setting a up a new mastodon server along with @tillkruss and @blaine for our home town of 10,000 people. Obviously not all of them will join!

What are some tried-and-tested sets of server rules, terms of service, moderation protocols etc. that others have used for similar sized servers? We'd like to be good fediverse citizens and not reinvent wheels.
