Just a reminder, there are tons of servers on the fediverse with quote toot feature, and they all follow the same standard. QOTO is a mastodon instance with Quote toots for example. Fedibird is also a very large server that is mastodon based that has the feature. All Misskey servers also have the feature.
Oh! Wow, this changes everything! But QTs then are only visible within this instance? Or at most in the federated set of instances with the feature?

On instances that dont support it you will see a text link to the original post where the quoted toot should be... So it does, sorta, work on instances that dont support it. At least as best it could.
It isnt a feature coded into vanilla mastodon. It is, however, in many code bases including mastodon forks like QOTO and fedibird.

Yes its in the QOTO repo and the fedibird repo and likely quite a few other masto forks that support it. QOTO forked a long time ago so it wont be a clean match to 4.x however.

No its not in vanilla mastodon, but it is in quite a few fediverse servers from non-vanilla mastodon to non-mastodon.
