No it doesnt say that.
It is showing percentages of the death, not rates... ill try to explain with an exagerated example.
Imagine whites commit suicide 90% of the time and murder 10%... If they have 10 deaths a year then 9 suicide, 1 murder.
Lets say blacks commit suicide 10% of the time but murder 90% of the time... but they have 1000 deaths a year.. that means 900 times their murdered and 100 times they commit suicide.
The black suicide rate here is still almost 10x higher than the white despite having 90% instead of 10%.
I am not saying those are the numbers, i am just pointing out the charts you are showing is **not** saying whaat you think it is saying.
