Without over-grouping or exemplifying I would apply what you say to all business (as the by-deign device or way of filtering actions/orders regulated all by Government as a 'company' - similar to a small group of soldiers or rented/paid sub-group of government'.....
Yeah seems far of or over-the-top by it's exactly by design by those that wouldn't allow much more than that (same as in everything)
