Similar to "creep behind Grandma when back is turned" game only with more and more legal things to benefit themselves...

The term for this I'm not sure
maybe Creeping or Closing legally or strangling / chocking is best I have for this

A kind creeping of legality probably has a name as public watches and really not able to do much but agree with things or slowly give in (wins are temporary as those in control keep applying same legal method to cheat legally). Sheesh

Phrases or names welcome for this kind of tactics? or the "creep behind Grandma game when back is turned" ?
