It's like asking or expecting a company not to be capitalistic because that is the normal :)
Basically Mozilla 
and others are part of sub-company inside any government registration / creation (subsidiary) and so anything will have it's time in that creation and expected to go that way especially if useful...
And since it's created as a support for itself from day one, if it's useful enough the top tier will make things like this happen, a lot (that's the real normal for tech that is more 'allowed' like AI is pushed from top more than anything else we see or want).
It wouldn't be allowed if it wasn't useful, kind of like leaving door to freedom open, just no way they would.
'We The People' etc also underestimate what we're still in as design right from company creation.
Failing all this, things mostly used for paying taxes and building physical empire home and abroad.
