Russia is making empty threats. What army will they use????

The Russian Foreign Ministry has warned that Russia will be forced to take retaliatory measures, both military and technical, to eliminate threats if Finland joins NATO. Is the Russian government suggesting that they should launch a special operation in Finland to prevent NATO from being at the borders of Russia? Or has something already happened?
