What does the field "Known Instances" refer to in a Mastodon's Instance?

I'm wondering if it is possible to create a child subinstance with independence from the father one (another subinstance).

eg:
Given an instance "wtf.lol" , Will be I able to create a subinstance if I wanted to?

It's a exclusive property of mastodon.lol or do all the forks have this one?
