The only actors I can remember that played superheros on film and aren't clearly recognizable with their masks on are the ones that played Spider-Man.
About the turtles: the only purpose they seem to have is allow people to distinguish one turtle from the other. Because armbands and weapons are not enough in close shots.
Or maybe turtles distinguish themselves only by the skin around their eyes. That must be it. I wonder how rats work.
