Being European, I find hard to believe people in the USA trying to fix this by defunding or getting more restricting laws, when it looks very clearly as an issue of incompetence due to not enough formation of future agents.

Here, to be a carrying guns police, you have to go through an open competition exam, where only a few pass, only to get to a police academy where they have to be at least 3 years, where they teach them, among other things, how to peacefully resolve all kinds of violent situations. Nearly all of them retire without ever using a gun out of a firing range.

Looking at the news, it seems all of US policemen come from another kind of police academy. The one in the films.

Beating people is never peaceful.

The kind of police not authorized to wear weapons is local police, which is supposed to call the regular police when things are getting violent. They can't even arrest people, only retain until the others come. They mostly deal with city traffic, city regulations...

It's not that there is not cases of excessive police violence here. Indeed there are more than they should, specially with riot police and border patrols. It's that they are trained to avoid it, and so it happens much less frequently than otherwise.

Nobody who hasn't been thoroughly trained to defuse violent situations should even have a baton or the ability to arrest anybody.

You can't protect anybody if the only answer you know to violence is violence, the same as you can't enforce law if you don't know the law. Violence must be the last resource, not the first due to ignorance.
