There are 12 Zodiac signs which will correspond to each musical key (major or minor)
But there are 22 Major Arcana which will have to correspond to both major and minor of all 12 keys (like Bach and Chopin's Preludes) but with 2 left out

@mandlebro i would probably include the two extra either as unnamed intro and outro pieces. or else find some tarot apocryphal cards no longer used and add them in
@mandlebro interestingly in the Smith-Waite deck I just bought, it contains 2 extra cards not part of the arcana that are included as the artist had leftover pieces. pretty coincidental
@augustus 22 is just an awkward number. Anything with prime factors over 10 stops feeling natural.
