Normally countries with states follow either Confederacy, Federacy or Union style of integrity.
Confederacy is a very weak union of states in a country so basically the state acts very independently in this as well as they are very free to just leave the confederacy at anytime. (The US confederacy of southern states was kinda like this during civil war)
Federation (which is USA) gives a little more power to the central government so states have less independence as well as it is harder to leave from a federation but still the state machinery remains independent for most things (like they can have their own constitution, flag, etc)
Union (which is India) gives greater power to the central government then the state government as well as here state has no power to leave the union. States only control local or less important matters or laws.
