Most people people from well off families seem to be;
imo it's very bad; most education is done in the native language but the books and words are in english.
The effect of this is people aren't fluent at all in english but can't use their own language in a technical context. It also causes a very bad decline of a language as it's reduced to the banter of common people and the lower class. Few people read books in the native language which apprehends it's development as literature is important for a language. Also the quality of education is much worse partly because few people speak english well and the immense beaurocracy associated with it. Like my mother feels punjabi is in a very bad place and would gradually be replaced with hindi-english.
Most people from other countries learn in their own language and speak english much better than indians.
Other places have and would have taken strong moves if things became as bad as they are here.
If we're still dependent on english and the british dialect at that are we really independent.
