Frankly, I wonder if this is a matter of British English, but those two paragraphs sounded somewhat incoherent to my ears, as bad editing, so the report had deeper problems there.
"part of which" and "This is to accomidate" were not precise in the story they were telling leaving "which" and "This" without clear references.
I think the goal of the article was to report Burnham's announcement, not to provide any analysis, with only a halfhearted attempt at context to fill out word count.

Sure, there's the obligatory "critics say" quote right after the Tory line. But even that buries the fact that profit-taking raises prices.
I was specifically referring to the #BBCNews framing earlier when it said: "There are a number of reasons for the high energy prices in the UK, part of which comes from state subsidies...a cost which ends up being added to the bills of customers."
That is where they should address profit.
