Seems to be that Russia / Belarus are trying to find some way of preparing people for a wider conflict and blaming the west for starting it. So russia can make a pre-emptive strike.

A little like Tony B Liar saying Saddam had WMD and was prepared to use them, 45 min warning.

When you look at the wests history of attacking countries first, they will cite this as evidence the west attacks first.
