Which is why I said LIES, oddly if they had any IQ they would realise that if they say hands are tied, you threaten action and hands are suddenly untied, you report the headteacher for LYING and get them struck off
When we had caning in schools, lying would have got you a caning, so why cant it get lying teachers the sack.
Some heads are so obsessed with rights of the child, the child becomes untouchable, the problem there is when the child hits 18 and is an adult they are no longer untouchable and could face prosecution for actions they had got away with at school
