There was a report on the BBC that a man dressed as a mannequein in Poland did so so he could enter a jewlery store and steal content after the store had closed. He was guilty of other offenses too. He apparently faces 10 years in PRISON.
"The man is also accused of stealing items from a second mall. He has been charged with burglary and theft and faces up to 10 years in prison."
Perhaps the Tories AND the other parties can use that as a starting point.

At present in the UK shoplifting is a serious problem, police do very little if anything, shopkeepers and others are fed up of the situation. Oh and YOU face arrest for assault if you citizens arrest them.
