"The service is up"
and
"The service is running"

@Acer not a great deal when referring to software - although "up/down" is mostly only used in tech; you may also hear "the service is running" in the context of public transport such as bus/train/metro (often as an announcement on a radio broadcast that this has been restarted following a service disruption or engineering works)
