Also, depression comes from absence of lot of sun light, which could be countered by extra vitamin D and solariums. As humanity in general, this is indeed very impressive feat. But, people of Alaska basically live in same conditions except american government somewhat care about citizens and Alaska is pretty liveable place, especially compared to post-soviet era city.

As I know Alaska's conditions are quite more suitable for man living than Taimyr' peninsula's ones
Juneau, the captial of Alaska, has better climate in general. Abd Anchorage has better ones because almost all Alaskan cities are close to ocean and it makes temperature to flow in less sharp way
