@zhivi In both the job candidate and the previous hiring manager, I see people who disagree with a policy and decided to openly deride the policy rather than work with it and be diplomatic in criticizing it (or 'gasp' -- suggesting improvements). That response would be a red flag as a hiring manager, even if I agreed that it was a bad policy. I want people who can be diplomatic when they disagree with things.
Perhaps the applicant is trying to signal "I think this D&I policy is a joke and I'm hoping you do too", in which case I would consider this response disqualifying. If the position has any seniority to it, I would expect the applicant to have thought about why many institutions have D&I programs and at least be able to say what they think are the most important aspects of D&I, and if they see problems with D&I they should be able to suggest better ways of promoting D&I.
