In a population of 1000 (chosen at random) people. Two fascists can produce a lot of social damage. In that population will be followers of fascism (e.g., if the money is right) & those that conform (out of fear) or simply ape-see-ape-do social #psychology (e.g., peer pressure)
The solution is to mitigate the 2 fascists (sociopaths) before all hell breaks loose.
