@jrbprof If that were the true concern, it could have been put in the middle where both approaches were equally accessible.

@jrbprof My debunking reply wasn't an attack.
If you want it to make sense, the real answer (I suspect) is that there used to be a divider between them and this was two poorly-designed stalls. When they found out those were essentially unusable, they just removed the divider as the cheapest possible fix.
You can even see holes in the back wall where it may have been mounted.
