I dunno about the rest of you, but I think there should be an exception to this law for appropriately holiday-themed passengers within two weeks of a holiday.
July? HOV with a life sized Uncle Sam doll to get out of tickets.
October? HOV lane with corpses and skeletons becomes legal.
Then November comes along and becomes a bloodbath as commuters attempt to drive with feral turkeys in the car.
