"Nigerian" spam scam. Not very smart. They do this with thousands of victims. If one pays, they are content. It seems a bluff. I would take measures to secure your setup any way.

Likely they dont have that technical expertise with a throwaway outlook account. Bitcoin can be traced. Dont send them money! Its like a form of terrorism. Learn about the nigerian scam conartists. They have a noticable pattern of writing style. Your email shows new and evolved fear tactics. Secure your setup!
