It depends very much on what they mean by "libertarian".
"Socially-progressive unregulated capitalism" is indeed an oxymoron, but using "libertarianism" to mean "unregulated capitalism" is a U.S. thing, where the right co-opted the term from the left in the 1950s.
In most of the world, "libertarian" is a left-wing term meaning "anti-authoritarian". For example, libertarian socialists are anti-authoritarian and anti-capitalist, which isn't an oxymoron at all.
Some people in the U.S. who self-identify as "socially progressive libertarians" might be working to reclaim the term for the left. To tell the difference, check whether they oppose or support corporate capitalism.
