In the US the wealthy choose who is in office. They pick people who they can easily bribe. If the officeholders ask for too much money in return for their laws and policies, then the wealthy will just replace them if the cost of replacement is less than the price that the officeholders are demanding.
The wealthy actually want the price of bribes to be a little high so that fewer people will be able to bribe the politicians and the wealthy will have more influence that way.
...And btw, it's very wrong, it's unfair, and it must change.

In this case the use of the phrase "by the way" was satirical because usually "btw" refers to something that is ancillary to the topic of discussion, however in this case the phrase following it, "...it's very wrong, it's unfair, and it must change", is the core concept of this discussion.
