Instead of spending more money on ground based observatories NASA, ESA, JAXA and others should focus on putting more observatories in Space. Consider putting multiple Radio and a wide band electromagnetic spectrum observatories on the dark side of the moon. They need a reason for creating a permanent base on the moon right, this can be one of the reason.
The various constellations planned or already in orbit will very soon render ground based observatories irrelevant.
