In the times of severe drought which would not be possible without anthropogenic climate change, dozens of people are arrested for being involved in schemes using water from illegal wells to grow subtropical fruit that supply our supermarkets.
Is this part of a climate change adaptation plan?

@TatianaIlyina I can't work out why the wells are illegal. Who is it protecting? Do you know?
@SteelFolk @TatianaIlyina In Spain at least, one needs permits to setup a well.
