After the invasion, the Russians planned to divide all Ukrainians into five groups, ranging from active collaborators to leaders of Ukrainian nationalism who would be subject to show trials, according to a report by the British Royal United Services Institute for Defense Studies. Their approach to creating the occupation administration was to first seize all possible databases about the region and its population-from hospitals, educational institutions, housing offices, etc.-and then create a map of who lives where and who is connected to whom. The five groups were: leaders of Ukrainian nationalism (to be destroyed or put on trial); those who could support the Ukrainian resistance (law enforcement, military, government officials) - they were harassed or recruited; apathetic ordinary people; active collaborators; and those on whom the normal operation of critical infrastructure depended (needing total control). In every village and city, the occupiers set up interrogation and torture rooms, using the same type of torture devices, indicating that the Russians had prepared systematically and in advance. The FSB relied on tactics of intimidation and violence, as the experience of the Second Chechen War showed that only 8% of the region's population could be supporters of the new government.
