"To introduce military censorship of mail and messages transmitted via telecommunication systems, as well as control over telephone conversations.
A ban on meetings, rallies and demonstrations, marches and picketing, as well as other mass events...as well as a ban on strikes and other methods of stopping or terminating the activities of organizations," Pushilin's "decree" reads.

The so-called "officials" and "state employees" were banned from traveling anywhere other than Russia without permission.
