Federation happens automatically. I am not sure if they have us blocked or not. There are a lot of extremist servers that are very aggressive with blocking and block most of the fediverse. I am not sure if this is one of them as I never heard of that server. It is best to ask the administrator or if you have a friend there to have them ask.
