@blinkwarp No. This is a House Rules Committee rules change. This doesn't affect anyone who isn't either a US Representative or working for one directly. Heck, it barely affects them, as it is literally just replacing words in the existing House chamber rules, much like a municipality replacing words in its city code rather than focusing on important issues like the potholes all over town.
